Bernalillo County Assessor’s Office Delivers the Property Tax Schedule


Today, Bernalillo County Assessor Tanya R. Giddings signed and delivered the 2019 property tax schedule for all real and personal property subject to property taxation, to the County Treasurer’s Office. This necessary process allows the County Treasurer to calculate and mail out the property tax bills in December of 2019. These assessed values are based upon market conditions as of January 1, 2019.

County Assessor Tanya R. Giddings states that, “In the past year the county, overall, has seen growth in the market, ownership changes, and new building permits. With this growth, our schools, hospitals, higher education and community benefits. This is a win for Bernalillo County.”

The schedule contains the legal description of the property and its location: the property owner name and address and any person or entity other than the owner to whom the tax bill will be sent to; the value of the property determined for ad valorem purposes; the tax ratio; the taxable value of the property, which is one-third of the full value of the property by state statute; the net taxable value of the property after any deduction that a property owner filed and qualified for in the current tax year; any exemption or special method allowed; the allocations of net taxable value to the governmental units, the tax rate in dollars per thousand of net taxable value for all taxes imposed on the property, the amount of taxes due on the described property, and the amount of any penalties and interest already imposed and due on the property.

An abstract of the information contained in the property tax schedule, also referred to as the tax roll, is reported to the Property Tax Division (PTD), New Mexico Tax and Revenue Department. The taxable property values for Bernalillo County saw an increase from $16,601,184,746 in 2018 to $17,172,340,660 in 2019.

The following totals represent; real property, manufactured homes, livestock and business personal property accounts. Centrally assessed property is valued by PTD and is included in the total.

  • Total Taxable Net New value: $135,743,246
  • Total Parcel count: 274,601

Once the Assessor presents the tax schedule to the County Treasurer, there are limited reasons by state statute for making a change to the tax roll, and is usually done by filing a claim for refund in district court within sixty days after the tax bill, from the County Treasurer’s Office, is received by the property owner.

“While the Assessor’s Office works diligently to ensure fair and equitable assessments, we rely on property owners to report any changes that affect their property ownership and mailing information, description, and valuation. In addition, we want them to take advantage of exemptions they may be qualified for and haven’t applied for yet,” County Assessor Tanya R. Giddings says. “We recommend that when the Notice of Values are mailed to property owners, in the spring, that you carefully review all the information on the statement, and call us with your questions.”

As a reminder, property owners also have the option to enroll in receiving their Notice of Value’s (NOV) electronically in future years. Instructions on how to sign up were inserted into the 2019 NOV mailings and are also located on our website at www.bernco.gov/assessor along with educational videos on how properties are assessed. As always, residents of Bernalillo County can also access their values and property legal description and information from the “search assessor records” link on the website. If you didn’t get the opportunity to apply and obtain an exemption for the 2019 property tax bill, which the County Treasurer will mail out in December, personal exemption applications for property tax bill 2020 can be downloaded from the Assessor’s forms webpage or picked up in person, which include head of family, value freeze for 65 years of age or older, disabled with a $35,000 modified gross income, veterans, and 100 percent disabled veterans.
