The Finance Division oversees the Accounting & Budget Department, Fixed Assets, Information Technology Department, and Business Improvement and Performance Office; and also acts as liaison to the Office of the Treasurer and the Office of the Assessor.

It also is responsible for the issuance of bonds; and through the Finance Division’s efforts, the county maintains its highest AAA bond rating. It also organizes and oversees the county’s Investor Information page. 

Departments in this division fulfill the county’s general government goal to “provide for the needs of county government through effective budgeting, accounting, and procurement of needed goods and services”.

The Accounting & Budget Department provides timely and accurate financial reporting through annual financial reports, tracking and disposal of fixed assets, and grant administration. It also prepares, manages and maintains the county’s budget through department reviews and revenue forecasting; and contracts with an independent contractor to conduct internal audits to improve internal controls, to verify adherence to policies and procedures, and to increase effectiveness and efficiency.

The Information Technology Department integrates and fully utilizes technology in the workplace to deliver comprehensive, customer-friendly services for more than 40 county facilities, 2,600 desktop, 300 computer servers, and 70 applications. Within the IT Department, Enterprise Resource Planning is responsible for strategic management of enterprise systems focusing on countywide business improvement using the SAP ERP system.

The Operations Excellence Office (OEO) supports the county’s strong commitment to transparency, accountability, innovation and performance excellence.  OEO ensures that the county’s Strategic Plan is utilized and aligned to by countywide departments as they build their objectives and performance measures for each budget cycle and that the Strategic Plan is transparent and easy to understand.  OEO is responsible for the county’s performance management system and provides support and guidance to departments, some of which includes, but is not limited to, development and analysis for countywide department performance measures and objectives, implementing performance management tools, peer benchmarking/comparison reporting, data analysis, performance reporting, training, and guidance.  Another aspect that is critical to innovation and success of new initiatives is access to project management training using a proven, comprehensive project framework.  OEO developed and supports the project framework, which consists of tools and processes to enhance project management and system utilization/adoption. ​ OEO also provides business improvement advisement and training by identifying and solving opportunities for improvement and innovation.
